Item that is not SOLD still take from the monthly selling allowance.

I have recently posted a laptop for sale which attracted some attention. Someone decided to buy the item, but first requested an invoice for the purchase, which I sent. The user then requested my PayPal email to send/request the money directly to which I responded that "If you wish to purchase the item, ou have to pay through eBay." But the user went silent and after no reply I cancelled the transaction and gave the reason that the "Buyer attempted to take the transaction outside of ebay". However, I am now unable to relist the item because it still counts towards my monthly selling allowance, despite not selling the item. I have requested a case to be looked into the situation and either have the item removed form the "SOLD" list to not take away from ym monthly allowance, or simply increase my alowance so that I can relist the item again. The case has been closed with no answer.
