I have tried numerous times to reach ebay via phone call however each time I am unsuccessful. Is there any other way to reach them over the phone?

Type "Advanced Search" into Help and Contact at the top of the Page. That should bring up a Phone Link for EBay to Call you back. Live Chat should also be available.
