There is no rip-off or scam. If your listings are relisting, that because you've set them to relist.
Everything you need to know about selling on Ebay, including how to list and manage your listings (and how to deal with buyers who don't pay, if that's the other thing you're referring to) is in the Seller Centre. You also have the Help pages with their integral search to refer to. There's even a section in the Seller Centre especially for new or otherwise inexperienced sellers.
Finally, you can't name and shame on public forums - against the rules and the law, and can get you (and Ebay) sued for libel. Do read the forum rules for yourself.
