There is no rip-off or scam. If your listings are relisting, that because you've set them to relist.
Everything you need to know about selling on Ebay, including how to list and manage your listings (and how to deal with buyers who don't pay, if that's the other thing you're referring to) is in the Seller Centre. You also have the Help pages with their integral search to refer to. There's even a section in the Seller Centre especially for new or otherwise inexperienced sellers.
Finally, you can't name and shame on public forums - against the rules and the law, and can get you (and Ebay) sued for libel. Do read the forum rules for yourself.
Without any explanation as to what you're doing when you set up the listings it's a bit difficult to give you accurate advice to say the least, but I've included some information below which might help you to identify the reason as to why your adverts are automatically relisting.
If you set the original listing up and ticked the box next to the sentence that says "Automatically Relist This Item If It Doesn't Sell" then the item will keep on relisting automatically until somebody buys the item or you remove the listing from the site. If this is indeed the case then if there have been no bids on the listing go back to your All Selling page, locate the item in question and click on the More Actions option to the right of the listing to pull up the drop-down list. From this list select the Revise Listing option and when the template appears on the screen that you would have seen when you were putting the listing together look for the "Automatically Relist This Item If It Doesn't Sell" option. If the box next to that sentence is ticked then untick it in order to deactivate and then save the updates. That way if the item doesn't find a buyer by the time the advert expires it will just go into the Unsold Items section of your All Sellilng page, as opposed to automatically relisting.
Another possibility is that you might have set the listing up using the bog standard selling form. If this is indeed the case and there are no bids on the item then end the listing, citing "Error In Listing" as the reason why. Once you've done this relist the item again using the Advanced Selling Form. If you're using the app to list your items for sale then log in using a computer or a laptop, as there have been reports from users of the app that they cannot access the Advanced Selling Form. Set the listing up from scratch again, uploading the photos, including an item description written specifically for that item and then fill in the Item Specifics fields. Once you've done that save the listing as a template. By doing this everything from the original listing that you created using the Advanced Selling Form will be automatically carried across to any other listings that you create using that template. In that instance all you need to do if you re-use the presaved selling template is to delete the original photos and item description, upload some photos of the latest item being advertised for sale and an item description relating to that exact item. You can then list the latest item for sale. By using the Advanced Sellling Form you'll have far more control over your listings than you will if you just use the basic selling form, so it would be in your best interests to use that form from now on if you're not already using it.
With regards to your claim that you are still owed £100 from another user, if you have still not been paid by the time you read this response open an Unpaid Item Dispute against the buyer. If the buyer still hasn't paid you after four days have passed from the date that you opened the Unpaid Item Dispute then close the case, making sure that you tick the "No" box next to the question that appears on the next screen which asks you "Did the buyer pay for this item?" If you do that then you'll get your Final Value Fees refunded by eBay, although you won't get a refund of PayPal's cut of the transaction. The non-paying buyer will then be hit with an Unpaid Item Strike, so add his or her User ID to your Blocked Bidders List. If you're unsure as to where to find this you can locate your Blocked Bidders List by clicking on this link https://offer.ebay.co.uk/ws/ebayISAPI.dll?bidderblocklogin and a big white box will appear on the screen. Add the buyer's User ID to that white box, click on the Submit button beneath it and from that point onwards the non-paying buyer will not be able to purchase anything else from you in the future.
If the above information still doesn't resolve the problems you posted about please post back with an explanation about what you are doing and what is going wrong and somebody ought to be able to post up an explanation as to what you need to do in order to resolve the problems you are experiencing.
There is no relist scam, you are the one who agrees to relist. If money is owed, then whether you are buyer or seller there are solutions in the Resolution Centre.
You have to control what you are doing, you can't expect anyone else to do everything for you.
