If you're sending an item back using an eBay return postage label, here's how to print the label:

Have you tried contacting eBay Customer Services and explaining the issue to them to see whether they can help with the matter? If you can get through to an eBay rep via the option to have somebody call you then perhaps an eBay rep will be able to explain what you need to do, or perhaps do it on your behalf from their end so that the buyer can print off the eBay Returns label and return the item to you.
I note that the title of the thread begins "Issued Refund And Selected Return Postage..." - was this the order in which you actually did things? You're supposed to issue the Returns Label first and then refund the buyer once you have the item back again. If you refunded the buyer before you had even issued an eBay Returns Label then this may well be why you cannot issue an eBay Returns Label now, as eBay may well consider the matter to have been dealt with, in which case they probably don't feel that a Returns Label is necessary.
In the event that the previous paragraph does explain exactly how you handled the matter get on to eBay Customer Services, explain the situation to them and see whether there is anything that they can do to help you with regards to issuing an eBay Returns Label so that you can get the item back again. If they cannot help and you have already refunded the buyer in full then you are completely reliant on the goodwill of the buyer to return the item to you, even though under those circumstances eBay may well have told the buyer that he/she doesn't have to return the item.

You can't issue a label after a refund.
