After I made a sale I get a message saying 'Your payouts are on hold because the payment method you have on file could not be charged for any outstanding selling costs. Please add one to get paid.'
The link takes me to ficapp to add a credit card. Is this right?
why do I need to add a credit card, eBay already has my bank account for payouts

I don’t think you should trust this. I think you should contact eBay and ask if the message came from them.

You can add an alternative method for paying fees directly through your account, you don't need to go through an app.
Do you have a direct debit to ebay set up in your bank account?

Is the message in your eBay messages, or only in your email mailbox?
If it's not in your eBay messages, then there's a high probability that it's a scam.

When you sell on eBay, we ask to set up a payment method for selling costs, this is basically selling fees, shipping labels and things like that. When you add your bank account, you add it to receive payments only, basically.
If you click on the red banner asking you to add a payment method, then it is completely safe for you to do so, and you won't have anything to worry about. You can just set up the same bank account you already have on file for selling costs, or you can add your card, completely up to you.
Alternatively, you can go to the payments section of your eBay account and go to the bank account you have on file and click on "Manage", so you can set up the same bank account for selling costs as well.
