eBay Global Shipping Program - who is liable?

I sold an item recently which I didn't realise was sold under the 'Global Shipping Program' (GSP) to a buyer in Munich Germany, 

 

This has led to a lot of confusion with the buyer, they messaged me saying they had not received the item.  My Royal Mail tracking number that I sent the item under was showing as delivered, so I sent the buyer the proof of delivery and address to confirm.  Unbeknownst to me, this was obviously not his address, it was the address of the eBay GSP service center in the UK.  This caused him to tell me I'd sent it to the wrong place and he opened an item not received complaint. 

 

Once I looked into it further, I realised what was going on and contacted the seller to explain it was going by the GSP and sent him the tracking number for the GSP package.  This kept him quiet, for a week.  He then complained again that he hadn't received the item and no longer wanted it as it wouldn't arrive in time for his vacation.  I took a look at the GSP tracking and it's got a ridiculous entry in the track just called "Delay at Global Shipping Center" which lasted 8 days.  I told him it wasn't my fault, but he's insistent that he is refunded as he no longer want the item and has lodged another "Item not received" complaint. 

 

What on earth do I do here.  There is no way I can do anything about this package now, and the delay was not my fault.  How will the package make it back to me if he refuses delivery?

All you have to do is to get the item to the GSP shipping hub in the UK by a trackable postage method, and make sure that the tracking number is showing in the order details and has a delivered status.

 

Then, your buyer can open an eBay item not received claim and the GSP will deal with it. State in the case that the order was sent via eBay's Global Shipping Programme and that tracking number XXXXX shows delivery to the GSP hub on (date).

Yes this is ebay's problem so let the buyer open a case for non-delivery and they should deal with it.

Also GSP will protect you from Negative or Neutral feedback related to non-delivery or late delivery, so reach out to eBay if you need help with this afterward.
