Will an untracked unpursued INR eventually close in seller's favour?

Am I right in thinking that an INR will eventually close in the seller's favour if the buyer does not pursue the request for refund when eBay offer it? (Buyer would have been asked to confirm non-arrival / offered refund by eBay five days after INR claim, because no tracking). 

 

Specifically where low cost item is sent in the UK untracked, but buyer messages that it has arrived (day after they made INR claim!). So there's no auto-closure by tracking showing it delivered, but three weeks later the flaky newbie buyer has failed to close the request.   

 

I fear it may go down as 'closed without seller resolution'?

Three (working) days after opening the case the buyer has the option of escalating the case which will remain in place for 21 days. If there is no activity for 21 days the case will time out due to inactivity.

If the case times out due to inactivity there are no consequences for either the buyer or the seller.  

Give me ambiguity or give me something else.
