When listing clothing why must pre designated 'department' be selected?

Listing an item of men's clothing I wasn't able to complete unless I completed 'Department' but that only includes women's, teens or adult unisex?

In the 'Clothes, Shoes & Accessories' category you should see Men in the list, along with Baby, Kids, Speciality, Women.

There should be an Edit button alongside the 'Item Category' on the listing page, so you can change the category.
