It's just another example of eBay's incompetence.
They should have learned when they made such a mess of adding the BPF to their stated schedule.
They must have realised that this change would take at least as long to implement, even allowing for no unseen problems. They should have publicised a timetable (probably based on selling categories) letting people know when their listings would be affected and then made sure they stuck to it.
This information (change dates) must be provided accurately. At the moment, some people are happy SD doesn't seem to have taken effect yet, but it could happen, literally at any minute, so others have already removed their listings in protest. It makes it very hard for private sellers to prepare.
