TL;DR: Ebay SD refund rules are misleading and are not being followed by Ebay themselves!
For the SECOND time now, even after filling out the postage refund form and the form saying on it and after submission at the end "Please allow up to 14 days for us to process your refund", Ebay are not following this timeframe whatsoever.
Even after phoning them now THREE TIMES(!) and them on the phone filling out TWO "manual request" forms for the refund... I'm still waiting for the refund over 30 days later!
(Refund form, here: https://www.ebay.co.uk/claims/simple-delivery/refund/seller )
See the attached jpeg with copy of the screenshot after filling out the main Refund Form as further evidence of what it says re. UP TO 14-days to process refunds – Ebay's own rules they are not bothering to follow.
Ebay maybe you'd like to follow your own rules... guess what; 30+ days and several phonecalls is not 'up to 14 days'! 👿

Anyway, I'm sure you'll all be glad to know that I finally got my whopping £2.94 back on Day 35 after three phone calls – with the last one I insisted I speak to a manager who may/may not have done something(?). Asking for a manager on call three had to happen on my first claim too, to get refunded.
Appalling system, that needlessly wastes sellers time! 🙄
Aw, come on, when you add up your time spent chasing this, that's a great hourly rate. 😀

Haha, yes. Principle is not actually worth the time. 😐

Yes it was. I did mention that I had tried to change the TN.

Same issue for me, on three different items, all the items where sent via a Royal mail service, that offered more insurance, Special delivery, forms filled out in time and correctly, no refunds over a month later.

Have you phoned them? As you've got three outstanding, I'd push to speak to a manager after speaking with the CS agent. Keep track of the days since claims submitted, so you can tell them, along with telling them the claim form clearly states "UP TO 14 days to be refunded".

I notice we have no Ebay reps in here... yet again. 🙄

I just got a call from the manager that I complained to on the phone, the reason they gave was some BS made up on the spot answer of a "temporary glitch in refunds over the last couple of days".
When I explained I had this issue on my last refund a couple of months ago and the forums have loads of others with the same issues getting their refunds, they simply said they "didn't know" and used the same line that's completely irrelevant that you have 14-days to make a claim.
Again, I had to explain that the claim form clearly states "Please note, it may take up to 14 days for the refund to be processed" and they said they didn't know that – despite me telling them that 2-days ago on my complaint to them! Jeez-louise, are this company full of sh¡t.
I just ended the call, as clearly this was all made up.
