I seem unable to vary the description of an item I have already listed and this has not happened to me before

what would cause this ?

Do you have an open offer on the item as will would stop you changing the listing?

I have seen another member reporting this recently with Buy it Now items , so revising should not be an issue.

Perhaps it's a recurring temporary site glitch, so may be worth trying a little later on in the day.

Or, if you're using the app or mobile browser, switch if you can to a PC / laptop and use Chrome that marriage seems to have the least issues on eBay.

You should be able to decline it.

If OP has sent out any offers they would not be able to edit the description or much else; only thing to do in that situation is to wait for the offers to time out. (Three days?)

Can a seller not go to their review offers section and cancel that?

It's out of my comfort zone, I've never tried this.

Ooh, did not know that was an option, I must admit I've never looked in "review offers". I'll look out for it next time I send out some offers.
