You would think that Tracked and Signed For services would provide timely delivery information. Mostly they don't i.e. the seller almost always has to wait for the maximum amount of time that ebay allows before ebay pays out a withheld payment.
ebay has introduced unnecessary delays in the receipt of payment to sellers when payment used to be received, mostly, on the same day.
I think that monies withheld should be subject to interest i.e. if ebay holds on to the money and it's just sitting there waiting for postal services not to report that the seller should receive interest on the monies withheld.

True, Royal Mail's tracking is sometimes not in sync with eBay's tracking, and the latter is the most important for releasing a faster payout, that is, 2 days after the delivery date.
If you have found your tracking has not updated, therefore holding back your payout, a community manager has suggested to contact eBay Customer Services, provide the tracking showing delivery, ask if they can kindly release your payout now as 48 hours have passed the delivery date. Hopefully they ill till do this for you.
If they cannot, you're correct , it's a minimum wait of 14 days for the release of the payout.
This is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.
https://www.ebay.co.uk/help/
Lines open between 8 a.m. to 10 p.m. on weekdays.
9 a.m. to 6 p.m. on weekends.
I recommend contacting CS very first thing in the morning, when the lines first open, as there's more chance of Dublin answering.

"If you have found your tracking has not updated, therefore holding back your payout, a community manager has suggested to contact eBay Customer Services, provide the tracking showing delivery, ..."
???
But @4minutemile is talking about when the tracking hasn't shown delivery. As in "Mostly they don't...".

Yep, I read that wrong @johnwash1 , read it as tracking hasn't shown delivery on eBay, this happens more often than not.
When I was selling I never had tracking not updating and not showing delivery so this is something I never came across, is it that common now ?
Of course , if it does happen then as I said unfortunately, yes it is a 14 day wait .

Thanks for the correction, no worries. And thanks for the masses of help you give people.
I wouldn't really have enough experience lately on tracking to deduce anything myself. The crazy changes have utterly tanked my sales.

Aaah thank you @johnwash1 to be honest and especially of late, for me, every day seems to be a learning day, back to First Day at School!
So many changes, and so many questions to ask, but they're not answered , so it's a learning curve seeing others experiences, and learning from them.
Not wishing to sell anymore, because of SD, I cannot test the new waters , and all the changes this has brought.
Doesn't help when eBay seem to be changing / adding / ( improving, 🤔 🙄😐 perhaps not!) , Simple Delivery regularly.
Something tells me in my humble opinion , it was all rolled out a tad too soon !

Too much unnecessary effort. The tracking used to be better than it is now. As soon as ebay introduced Simple Delivery ... all of a sudden ... as if by magic ... tracking doesn't do what it says it does.

Just to be clear, are we talking about tracking by going to Royal Mail's website and entering the ref, or by adding tracking to an item on ebay? The two don't always sync up, I find. Or, to put it another way, ebay's access to the tracking is sub-optimal (the only word I can use without bleep).
