Today I recreated an issue I have believed exists for a few months.
I had 10 of my monthly 300 free listings remaining, I selected to bulk relist 21 items, the Review Fees pop up showed the total estimated fees as being £0, even though I would be charged insertion fees of 35p each for 11 of the items I planned to relist.
After reducing the batch to 10 and relisting to hit my 300 free listings limit. I then created a sample batch of 2 items for relisting, when reaching the Review Fees pop, the total estimated fees correctly showed 70p.
In summary, when relisting items always be aware that the Review Fees popup may not always correctly reflect the total estimated fees, specifically when the batch you are relisting will take you over your monthly free listings allowance.
