Payout bug - added delivery tracking and it's delivered, feedback received, payout stuck for 10 days

Anyone facing this?
The item is delivered, the link to royalmail site says delivered, ebay thinks it's still "processing" or being delivered, and my funds are stuck
I even have positive feedback from the buyer
Ebay sort it out

Yes. I'm sick of repeating myself to bots and customer service. Who probably know full well there's a problem.

I strongly think ebay should have sorted out the tracking gap: where their process lags well behind the Royal Mail or couriers' tracking info.
That doesn't help where the person delivering your parcel doesn't scan it on delivery.
Since ebay has some strength in negotiating deals with RM or EVRI why don't they insist that delivery service doesn't get paid until it's scanned as delivered. They force the payout delay on the seller why don't they exert some clout against the haphazard scanning process?
Imagine (skipping through fields of flowers with dappled sunlight) a world in which you could claim back your outward postage costs where the delivery service hasn't logged it as delivered or scanned or taken a signature?
It might incentivise couriers to improve their performance (imagine that....?)

I have had one Customer Service rep tell me "it'll take a few minutes for funds to be released" 3 days ago and then again yesterday "give it an hour" . Still no funds one day later
Whenever I run into problems on this platform the Customer Service team resorts to lies and excuses - they are completely incompetent
