I have a buyer who says I have charged them for an item they did not order and have not received. My belief is that eBay charge the buyer as I do not have any details of the buyers bank details or access to the same. Can this please be confirmed? Thank you!

What is the item they are claiming you sold to them?
Is it showing amongst your recent sold cross stitch items? If not they may have mixed you up with another seller?

You are right, you do not charge them and they do not pay you, direct.
Buyer's can't be charged for something they haven't ordered.

Just to add to the advice given already, you wouldn't charge a buyer, and if the buyer didn't place an order, we wouldn't charge anything until an order is placed. I'm presuming that maybe the buyer purchased something else from eBay, and thought it was related to one of your items, or something similar like that.
If you want, you can confirm the item number of the item the buyer thought you charged them for, and I will double check everything for you just to be safe, but again, I'm pretty sure you're all good here. The buyer will just need to find out what the charge is related to.
