Is EVRI max parcel size fixed? Or did eBay negotiate a small size only?

Have eBay fixed the max parcel size offered in EVRI, which stood at about half the normal EVRI parcel size?  Or is it that eBay's contract with EVRI was in fact ONLY for the medium parcel size cited, when a max single dimensions is around 60cm?
