I have sold 4 items to a buyer in Australia. Postage for each item is 27 quid. I cannot find a way to combine postage for the 4 items which will all go in 1 box at under 2 kilos. Postage is not via global shipping programme. The buyer has messaged and said he has bought all 4 and can I send a combined invoice for the 4 items. Well, I can't because ebay won't allow me to. What do I do please?

Private Sellers can no longer send invoices. Since this is an international sale the simplest way is:
Orders > Order Details > More Actions > Send Refund
You could take the entire discount off of one item, but it protects you better if you take 25% of the P&P discount off of each one.

I take it you can't send an invoice at all. The alternative is to cancel transactions with buyer's agreement. Then relist the Items all on one listing with one postage for your buyer to buy again.

Style_wise. I can't send a refund because he hasn't paid. He is now getting rather impatient. He has contacted ebay customer support and has sent me an excert of the script where the ebay agent has said that "I have checked the sellers account and they don't have 'send invoice' enabled. That is a lie. I do have it set but of course, ebay won't allow me to send an invoice. Might as well remove the bloody enable send invoice option as it is useless. The seller has said I need to enable send invoice and then I can send him an invoice. NO I CAN'T. For Christ's sake, why do ebay have to make things so difficult. I have told the buyer to pay for each item separately including the postage for each item at nearly £30 and I will refund the postage on 2 of them and part refund on the 3rd so it comes to what it should be for all 4 items in 1 box. He has replied that he doesn't have the funds to pay so much money. This is a headache created by ebay and I am sick to death of it, As for cancelling the 4 items and relisting them as one. NO, WHY SHOULD I? I have a feeling that the buyer is just going to request cancellation on all 4 items and that'll be it. Ebay customer support agents are liars and are totally unhelpful. I have a customer getting wound up and I am getting rather angry at all this sodding hassle.

This is very frustrating, I've had this issue for ages and posted on this thread about the CS response where they eventually acknowledged that it's a technical issue
Ultimately I think this is collateral damage from the implementation of Simple Delivery and I don't have much hope that they'll fix it until they work out a better solution for combining postage for domestic Simple Delivery orders - clearly rather than turning invoicing off for domestic orders but not international they've decided it's simpler to just turn it off entirely.
For now I think you've already identified the solutions - either have the buyer pay in full and then partially refund or cancel all and relist as one combined listing. Not sure that helps you very much but you have my sympathies!

What a ridiculous state of affairs, for sellers to be obliged to cancel & relist items, in order to be able to combine shipping!
This is causing no end of trouble for many sellers, who are being made to look incompetent or inefficient - and are having to spend time trying to explain this ludicrous situation to their buyers, who will understandably be annoyed at being 'messed around'.
I wonder how many sales have been cancelled as a result of this shambles?
