GSP not working on best offers accepted from abroad

Recently have accepted two best offers from buyers abroad but when it comes to ebay automatically invoicing the buyers it's not happening and I am being asked to send my own invoice via my carrier instead of GSP.

I do have GSP selected within my listings.

Any one else experiencing this? Or am I missing something somewhere?

What countries are your buyers from as you don't offer "worldwide" ?.

The countries were Canada and Australia.

And GSP does seem to be working o.k on buy it now's worldwide as I just sold the item.

It's when it comes to auctions and accepting best offers from abroad.
