I've promoted my auction for 3%, when my product sells, will I have to pay only the 3% or also another 10%? Because I've been told you pay eBay 10% for every product sold

There are no longer any Final Value Fees for private sellers.  You will only be charged for promoting the listing and any listing upgrades plus there is also a charge if you sell overseas.

Promotion fees are paid when the item sells, unless you have selected the promotion which charges per click a buyer makes on the item, that may have racked up fees .

I think though from the % you have shown , it's the general Promotion you selected,  so no charge if you cancel the item.
