So I've had an ongoing problem with a number of my ads where the postage price I set is being changed to £9.99, and the ebay support chat function has confirmed it is a glitch (and that if a buyer actually buys an item, they will only pay the incorrect postage charge).
Here are a couple of examples:
This item - I've set postage at £2.69, it's showing as £9.99 (!) https://www.ebay.co.uk/itm/156589768153
This item - I've set postage at £25, it's ALSO showing as £9.99!!! https://www.ebay.co.uk/itm/156589129943
The correct postage level is showing in both the "revise item" setting AND the bulk edit option, and ebay have confirmed it's a glitch so there's clearly a problem with ebay's software.
Slightly annoying ebay, please get this fixed!!!
- EDIT - I've found the solution!!!! For each ad where this happens, you need to switch it to "collection only", and then check the ad to make sure this is actually shown, then switch it back to "Postage" or "postage & collection" and the correct postage that you entered should now be shown....this worked for me anyway!

I have just seen this too with a sale where it accepted an offer under 2.50 than the listing price and i never even got an offer at that price......*bleep* is going on? hopefully people have not learned a glitch with the new system

That's different and not a glitch - you need to turn off the "Auto Offer" function on each ad. And do this quickly, because ebay will start making lower and lower offers on your item until it sells, so if you set say £200, it'll sell it for you for maybe £25 after a few weeks!

So here is a turn up for the books
After talking to a good customer service rep we went through this and it looks like something is broken on ebay's side and they are looking into it urgently
Short story -
If you list a buy it now with best offer item and you send offers to watchers or decline offers it automatically turns that listing into "Auto offers" and there is no way to turn it off in the listing and you need to take it down otherwise the item will sell for less than the listed price and you will lose out like i have on the item mentioned previously (Apparently it gives the buyer 17% off the item)
To check this go into seller hub and display all listings and then under all filters click offers and you will see your listing is now under the "offers sending automatically"
Hope this helps some people

Also i suspect buyers will now try and exploit this hole 😞

Lol at your "apprently they are looking into this urgently".
They know about this bug. They have known about this bug for ages. Whenever someone complains about a known bug they always say "they're looking into it urgently" but what they mean is "We're doing nothing".
If you get stung by it complain enough and they might refund you your losses, maybe.
