If you are having issues with more than one EU country the most likely culprit is missing IOSS data. How are you purchasing the postage? Are you purchasing a postage label via eBay, directly from Royal Mail's website or at a Post Office counter?

Normally it is the details which has been entered by the seller . If the weight , what is in the parcel is not correct that is another reason for them to return a item . I normally book mine via the royal mail website which means for fill all the customs details online . Larger shipment I use Parcel2go , I will be honest I do not find the customs form on ebay that simple the only advantage is the tracking details get transfered straight into the sold page where you have to enter them manually when you use a external website but that only takes minutes . I normally find getting a parcel into N Ireland is one off the hardest because there customs are very picky .

Some time ago when i used stamps for international things started to come back to me even though i completed the customs label. Items now have to be sent with a printed label not stamps i buy on RM click and collect

Sounds like the new EU rules on electronics/dangerous goods. Have to have all the compliance details etc now.
