The only opt-outs allowed by ebay are for some letter or large letter items under £20/100g in a small number of sub-categories. You won't know until you list an item. If the custom option is not there then that category is not eligible.

Many have been finding the switch from Custom to Simple Delivery rather difficult - so if you haven't sold for a while, it must be very confusing... 😧
It is only fairly recently that some items/categories are now allowed to use Custom postage again, and DHL has been added to Simple Delivery for heavy items - so there are changes going on all the time. Have a look at the eBay help pages to get up to speed - or ask questions here if you get stuck.
Good luck!

@marktrex in order to know if a category is custom delivery you must start the listing, put in a price below £20 and select or make sure large letter is selected under Simple delivery. Custom delivery will not come up if small parcel is selected. No clothing categories have CD. Most categories have a CD option if they end in "other". Or come back and tell us what you want to list. If custom is available as long as it is below £20 you can use any postage method you want.
Just for fun this weekend eBay has switched the labels on the custom and simple selectors. Just like when we used to switch the signs on the toilet doors in the pub. We knew how to have fun then .... I digress. In short the box on the right which says Simple is Custom and vice versa.
Simples !
