Cannot issue refund.

A buyer bought a video game from me and within minutes cancelled the order. 

I tried to accept cancellation and give refund but I got an error message yo try again later or contact CS (Useless)

CS just told me to wait for buyer to contact ebay for a refund. After a couple of days it says that I refused cancellation which just isn't true.

Regardless of whether or not you refused a cancellation you can still go to Orders and either Cancel it yourself, or Send Refund in full. Or you can do as CS suggests and wait for the Buyer to open a Case.
