But what if the buyer lies and says they havent received it? I can get scammed because it doesnt say delivered it only says Tracking number provided on eBay and says dispatch by 3rd march which is today

If the buyer lies and says they did not receive it, you would have to get Royal Mail to check the tracking and confirm it had been delivered.

If you kept proof of postage, they claim no delivery then you can claim from Royal Mail.
Last time I called they allowed a claim to start 10 working days after an item enters their network.

You said in your first post that the buyer had said they have received the item. I presume that is in an eBay message. If it is, don't delete it, but it's very unlikely they will now claim they have not received it.
In theory yes, you could get scammed, but it's unlikely, and, depending on what Royal Mail service you used, you should be able to claim from them if they did not scan it on delivery.

Should you have any issues like this in the future, you can use the customers comment of "Item received" as proof of delivery to eBay - You would need to contact customer service, and they will see all communications.

Unless it's value is less than £10 that doesn't work. Customer feedback has never been accepted as proof of delivery.

No, really.. it won't.
Ebay have never accepted feedback as proof of delivery. Their reasoning is 'feedback can be left by mistake'. (yes, I know that seems bonkers but it does occasionally happen; I've seen it happen myself *once*..)
Recently, under the 'new rules' ebay have started accepting pos feedback as proof of delivery on untracked or un-confirmed items, but only on sales of less than a tenner.
Everything over £10.00 is subject to the 14 day hold, unless confirmation arrives sooner.
