Good luck.
I have just reinstated my basic shop so my eBay balance is currently -£32.40. It is incentivising me to list items, I’ve set myself a goal of no less than 10 new listings per day, paying for the shop should give me a kick up the backside that I need.

Unfortunately £19.99 is for private sellers. I wish we could have a shop that cheap.

or can i just sell at the 36p listing fee without a shop ?
by the way i assume the 2 day hold and bpf doesnt apply to us
excuse the questions im a newby on this side

Yeah you can go for no shop and it costs 36p a listing as a buy it now. They renew every month so you get re-charged if the item is unsold.
BPF doesn’t apply to us. Payment holds until delivery confirmation that you’re thinking of don’t apply to us.
Payment holds in general can happen to anyone if they are a new or infrequent seller or eBay are investigating an account but barring that, you can have settings for daily payouts.
It will be the most boring few hours of your life but reading the T&C’s on the help pages saves you a lot of stress in the long run.

Yes. A shop only becomes worthwhile once you have 90 listings (£32.40 / £0.36 = 90 listings).

Personally, I have never found the shop profitable for me. If you're selling warehouses full then probably. To me tho the profit difference was negligible.
