You have to give a buyer 4 full days to pay, after that , you can cancel the order citing Buyer Has Not Paid, and can relist the item.
Always block all non payers from returning and messing your sales up again.
Block them here:

Where would I find the place to start the cancel process.

You won't have the option to do this until 4 full calendar days have passed so if they ordered during the evening or night of the 26th the option will not be shown yet.

If you look at the listing in 'orders', it will say (something like) 'Buyer has not paid, cancel for non-payment from ...' (with a date, probably May 1st.)
After that date, the option to cancel using that reason will appear in the 'more actions' dropdown menu.
However, if you have sent the buyer a reminder invoice, that resets the 4 days given to pay. So, if you sent a reminder yesterday, for example, then they would have until 4th May to pay.

The sale was made at 12.30pm on the 26th of April.

Unless you have sent a reminder invoice - see my previous post - you should be able to cancel using 'buyer didn't pay' after midnight tonight.

I can't seem to find any means of cancelling the buyer and re-listing my item, which I am able to do from the 1st May.

Have you found the cancellation options? They are in a drop down box next to the order.

Hi pest-5286, thanks for your post.
If you are still having issues with this order, please feel free to let me know the item number just to confirm, and I will take a look for you no problem.
Thank you,
