Sold an item and posted to the US, tracking showed item received. Buyer 20 days later did chargeback through bank 'item not as described'. I appealed and ebay advised that there is nothing they can do as it's a bank chargeback.
Buyer hasn't said what is wrong with the item and I arranged returns label but Buyer refusing to return item.
Ebay have now put my account in debt to this amount and I have no way of getting item back and now being chased by ebay global protection - to be honest I'm not fussed if they closed my account as after 20 years no issues they have been shocking in helping with this.

Unfortunately bank chargebacks are a nightmare, eBay do not seem interested in disputing tham.
I had one recently where buyer stated that he did not recognise the transaction. This was despite him confiming fast delivery, leaving positive feedback and confirming by eBay message that he hadn't raised the chargeback. Go figure.

I'm in the same situation with a camera kit (on my other account now banned, 3000 feedbacks , 100% FB, 23 years), being chased for £600, they aint getting it out of principle.
I've started again.

Be careful doing that, you could end up with a CCJ and debt collectors chasing you.

I don't sell top dollar items to international buyers for this very reason, it's so easy for them to get a freebie.
The old adage 'only list what you can afford to lose' certainly does apply when listing on any of the online platforms.
I'm sorry that this has happened, but there isn't anything that you can do to get your item back or the payment.
As another responder has mentioned, eBay do pass debts on to debt collectors.
