No Collection only option

Can't select Collection only on my new listings.  I have a couple of live listings where there was no Collection only option to tick when setting up or when editing the listing.  Just defaults to £2.94 delivery.  How can I sort this?

If possible use a desktop device rather than the app.    Also try clearing cookies or using a different browser.
