Can GSP ship to Puerto Rico?

Hey, I regularly use the global shipping programme to send anything overseas (I am in the UK).

A buyer has sent me an offer on an item (small parcel) . Their account says they are in PR and the item would need sending to an address in PR, I would like to accept but don't know if there will be issues. In theory if they can send an offer then everything should be ok? but I know from research there has been problems in the past shipping to PR. 

PR is not on any eligible lists or exclusion lists. I have already asked a member of the help team however they could not give me a definite answer. 

GSP does ship to Dominican Republic which neighbours PR. 

Does anyone know definitively if GSP will ship to Puerto Rico?

The answer is No. 

The buyer has let me know that eBay won't let him actually purchase the item.
