Ebay is paying themselves first by taking out any money you spent on labels while your initial payment was on hold. Say, you earned £20 from a transaction that was on hold. Meantime you sold and posted 4 items, 2 labels you cancelled. You won't see £20 released to you. It will be £20 - labels for 4 items + 2 cancelled labels (6 x £3.39). Ebay will say you actually owe them £0.34 and you will be in arrears.
