My payouts are blocked for 13 days already, and every time I contact ebay they say will go escalate the problem and wait for a call in 24 hours, nobody calls. Have more than 15 years this account without problem and now thousands of pounds are blocked for this issue.

Outrageous... I think your account is flagged by " automation?" ... If it is being done by a physical human being it is far more outrageous as you have contacted them and trying to find information which none appears to be forthcoming. They are holding on to YOUR funds, your money, your income, and preventing you from continuing in business. They apparently told you that it would be " escalated", what does that mean exactly? Have they asked you to provide any information about your business or personal?
I am at a loss other than I would be phoning a solicitor as it seems eBay as a corporate entity can roughshod over " customers" and there needs a specific department which oversees things as important as this, not just customer service and bots!. Have you called and asked to speak to their legal department? They should have one.

Just put on Holiday mode as the sales don't stop and money frozen is getting bigger.

Yes holiday mode will only make buyers aware there could be a delay in processing their order, but I would not even want to sell anything being as your funds are being " used" by eBay and not available. Call them again until you get answers.. I don't want to worry you any more than you probably are but if you search " ebay holding funds" there are a plethora of sites whereby sellers are complaining about funds being held even some for 6 months... maybe if you have a read there maybe some information which may help you. Another point , this is a review for 2 days to complete, as informed to you by ebay...over 2 weeks ago and now they are moving the goalposts...something it seems eBay frequently do... also it is not a dispute, they are entirely different. I would contact a solicitor even if you pay for a letter to send to them, that is why you need eBays legal department preferably a name or direct email.
