website not working

All i can do is view items on my laptop.I am unable to click on sizes,colours,make an offer or make a purchase. I have accepted cookies. I can however do everything on my phone so it cant be an issue with my account.Any suggestions please?

No one else is reporting this issue so it may be something wrong at your end.

You're using a laptop and you've cleared cache and cookies?  Then, try switching browsers,  Chrome seems to work well with eBay.
