I can not withdraw my eBay balance to my bank account, now there is not any option for that, but it was before, I have no idea. Why I have to spend all my funds to shop on eBay?

On your seller hub you click on Payments.

A big blue banner comes up with the amount ebay balance. To the right on the banner is an arrow

You click on that to take you to the page to withdraw
