seller wants me to cancel my order

i have just received a rather abrupt email from a seller stating that the item is no longer available and if i want a refund i need to cancel the order. this was our first correspondence.

my questions are;

who should cancel the order?

can i still leave feedback if the order is cancelled by either one of us as apose to item not received?
