If they are saying it's not as described it is best to accept it and refund after the item has been returned.   If they end up escalating the case to ebay the refund may be enforced without item being sent back.

You listed the item as 'used' which means it is fully functional, then added 'sold as seen, untested' to the description.

No items sold on Ebay are seen before purchase  - so 'sold as seen' means nothing.

The buyer would have expected a working item.

If it's not what they expected and they have opened a 'not as described' case, you do have to pay for a return label and refund in full when you get the item back.

This is Ebay's definition of Used:

Used

An item that has been previously used. The item may have some signs of cosmetic wear, but is fully operational and functions as intended. This item may be a floor model or an item that has been returned to the seller after a period of use. See the seller’s listing for full details and description of any imperfections.

Saying an item is 'untested' does not mean the buyer can't return it.  You should have a read of the Money Back Guarantee.  It is important that sellers understand the rights buyers have,
"There are two ways to be fooled. One is to believe what isn't true; the other is to refuse to believe what is true.”
Søren Kierkegaard, Danish philosopher (1813 - 1855)

Thanks for your reply, your information is very helpful, but, the buyer is saying that the item doesn't work but they have not tried the item ? Cheers. Enviado desde mi Samsung Mobile de Telcel

How do you know they have not tried it?

You have no choice you supply a reply paid label and on return refund in full.

As already explained your description is  contradictory, used means it works, untested implies it may not work.

Hi  , the item sold was a little glo engine, I have asked the buyer if he has tried to run the engine and he said he hasn't tried because he doesn't think it will start, I thought in my description I was being as truthful as possible, saying it was untested to me means just that, it may or may not run, unless you actually try to run it, had I still had the kit needed to start it I would have, I get your point about ebay policy and will now change a couple of similar items I have for sale with  ebay  ,or possibly just take them off and sell them elsewhere, but thanks again for your help. Enviado desde mi Samsung Mobile de Telcel
