They'll have your name and address, tell them to send a cheque or postal order.

If seller has kept you waiting 7 months I doubt he ever had any intention of refunding, you should have contacted your payment provider ages ago, it might be a good idea to see if they can help even now after so long.
If a business seller his contact details would be on every listing, otherwise as you have found contact information is not possible to be exchanged through ebay.
Seller would have your address from original purchase, if he really wants to refund he could send a cheque.

of course ebay will not allow email addresses to be sent
As your seller is no doubt well aware.
Without knowing the full circumstances and how you paid it's hard to set out the options available to you, but they are likely to have timed out by now anyway.
In most situations buyers are well protected on eBay, but there are clearly stated time limits for claiming a refund. Next time I'm sure you will check them to avoid sellers stringing you along for months until it's too late.
