i brought an item using Paypal, the seller claimed the item was damaged and asked me if i want to cancelled the purchase, i agreed and the seller told me they will refund the money. Paypal said the refund was completed but my bank has no knowledge on this refund transaction, what should i do?

If you paid with PayPal then the refund goes back to your PayPal account, and it's not instant.
PayPal refunds are usually fairly swift, but keep checking that PP account in the next few days, it should appear soon.

Money does not go to bank, it goes back to where it came from that is Paypal. However depending on how you funded the paypal payment, that will affect time it takes.
If you used money already in paypal it should be fast, but if it was funded by card outside paypal then will take longer.
Asking your bank was a waste of time as they will not get it. If paypal says refund completed then that is where you should look.

You will need to log into Paypal and actually withdraw the money to your bank.

If you have had emails from Ebay confirming the refund, and from Paypal saying the refund has been completed, then this is a Paypal issue.
Ebay and Paypal are not connected so you do need to contact Paypal.

Did you fund the payment with a debit card connected to your PayPal account?
If so, the payment will go back into your bank account, it won't show in PayPal, but it may take around 7 days to appear back in your bank.
