making offer

How can I make an offer without ebay jumping in and wanting my credit card details, "just in case the seller accepts" ?  (This does not happen on other sites such as ebay.de). Surely  the offer is between the seller amd me and then surely I should have the right to decide how to pay

Ebay brought this in to help stop non payers.

I can't understand why a buyer makes an offer if they Don't intend to pay.

But, if you don't upload payment info, you cant make an offer.
