You are months too late for any action through ebay. Have you never read the ebay 30 day money back guarantee. That is 30 days from expected delivery! It is on EVERY LISTING, right hand side.

I thought the date must be wrong but your screenshot shows it was December 2023 when you made a purchase- surely you are not seriously chasing the non-delivery of a £3 item you bought a year and 4 months ago?

It is way too late to do anything now.
