Why is eBay still allowing to advertise on their website when they have kept customers money and not send their purchases?

eBay do not send items, they are a selling platform for members to use , and the sellers send your items that you purchase.
Have you not received your item? Then, proceed this way:
If a reasonable time passed your item's last estimated date for delivery, and you have not received the item, and the seller is not being helpful, go right of the item purchased, and from More Actions select.... I Have Not Received My Item.
If you are not fully refunded within 3 days, you must escalate the case on day 4 or within 30 days from opening the case, and eBay will step in and force the refund.
Do not close the case early for any excuse or promise the seller may give, and do not forget to escalate.

if it's the item you left negative feedback for you are out of time for an eBay case.
Try your payment provider for a refund.

Your point holds no water, especially regarding your first post, that eBay ' keep customers money and not send item'.
As I explained, eBay do not send the items and they do not keep the money, the seller will if you did not open a case for item not received in time, or did not escalate for a full refund in time.
Read eBay's 30 day MBG Money Back Guarantee policy it's on the link below, but also written on every listing. There's never any need to lose money for an item not received, if the seller cannot prove delivery. The policy can save you a lot of time and money in the future.
