how to show buyer collection only in advert

How do i write an ad to show "buyer collects" and no option for postage

During the listing process, under the Delivery Details heading there are four boxes and one of them is Collection Only.

Understand ,but whenever I start an advert I dont get these options.
Never had this problem before . its as if I am on a different page !!
