how to list without VAt for international customers

Can any body let me know that how I can list the price without VAT and VAt should be charges for local buyers not international buyers.?

VAT should be charged when item is shipped to UK only.

Import VAT is payable when a buyer purchases from a seller registered in another country or if the item is located and being shipped from another country.

If the order is below £135 then eBay collect the import VAT and pass it on to the relevant country's tax authority.
