If anyone should report it is the seller not you.
Either the person making this offer is completely ignorant of how buying works, or more likely a scammer hoping the seller will be foolish enough to fall for it.

This is a market place.
You can't report a buyer for making an offer to a seller - and Ebay certainly won't remove them from the site for doing so.
If the seller agreed to sell to you but then chose to accept a higher offer, then surely the seller is at fault here?
