Unused label can be cancelled, if you as buyer bought it you will be refunded. (takes I believe 30 days).

If you paid to seller with the purchase money, it is then up to seller to refund you.

I would say that if item is not listed for collection, seller has no tracked proof of delivery and you could open a not received case.
