I recently purcahsed some magazines - which only 16 of the 44 were sent.  The seller denied they were selling 44 until i sowed a screenshot of the sale.
opened a case - and seller agreed to send the rest.  Annoyingly i closed that case (i didnt realise that stupidly ebay dont let you do much after this).  Anyway, instead of sending the rest, the seller said they were relisting them?!!  As a result of this, i have asked for  a partial refund (a percentage of what wasnt delivered) but had no response - this has been going on for a while now.  does anyone have any advice - ebay dont seem to want to know about nor does the seller

You may be able to make a claim through your payment provider - bank/credit card.

As you have discovered, once you close a case, you can't re-open it.

Never close a case until you are 100% satisfied that your issue has been resolved.

Part refunds are between you and seller. 

As you found, once ebay case is closed, it can't be reopened. 

Ask your payment provider if they can help, depends on how long ago you bought them.
