I have been trying for weeks to close my eBay account,I have no payments or cases open or pending as a seller or a buyer but the keep sending me the same email that you can't reply to, please log in and check you have no cases open etc, I have nothing at all, they seem to be just dragging Their heels in to stop me closing my 20 year account down, have the same problem with paypal.

You may not have any cases pending but you sold 2 items in July.
You will not be able to close your account for a good few months, as it has to stay open in case any refunds / chargebacks are started for those items.
No harm leaving it open, until the time comes in probably 6 months from your last sale, to close it permanently.
You can leave it open, not use it for selling, and just use it for the odd eBay purchase ?

Thanks for the explanation, they told me nothing, just kept saying I couldn't close it, it's odd that they don't let seeing it's way over the 30 warranty eBay give and no I do not intend to use eBay or PayPal ever again, they do nothing about fraud, in fact they facilitate it on their sites so I've had enough and I'm off,eBay has just gone down hill,I've lost count of how many things I've had to send back as not as described or turn up damaged, they stand in the way of closing my account so will just delete the app and mark thier emails as junk.

Buyer's can do chargebacks for 120 days, ebay will need to claw those back from your account if one is opened (depending on the reason and your refuting evidence).

Chargeback is through the bank, it has nothing to do with eBay.

Chargebacks are against ebay as they are who the payment by the buyer was made to. They are made by the buyer's funding source to ebay, not to the seller's bank.

Well if that is the case I will just delete the app and block eBay emails, more than one way to skin a cat.

Generally when trying to close an account on ebay they will keep it "open" (even if no transactions) for upto 170 days, mainly for the reasons that @papso22 . So for example if you sold items in July of this year it wouldn't be until December /Janaury time until this would happen.
IF there was a chargeback scenario and you ignored it then ebay would use other means to collect monies owed, eg a debt collection service etc.
