Winning bid was too low for the seller.

I was messaged by the seller who doesn't want to sell as my winning (maiden) bid was much too low, they asked me to pay extra or request my money back, how do I stand with this, or how do claim the money back or do I wait for the seller to return it?

After 4 days from payment open a not received case and when you get your refund leave feedback - seller did not honour transaction.

The date you can open a not received case is actually the day after the estimated delivery date ebay gave you when you paid.

Also feedback should be negative. If seller wanted more money he should have started at a price he was willing to sell at.
