In order to withdraw your balance, you have to go to Selling, Payments, Summary, then you have to click on the right arrow icon on the top blue box which says "eBay balance. Shop on eBay, cover selling needs or withdraw anytime."
Could they make it even more hidden if they tried? How ridiculous - who designed this? Why not just do something crazy - like having a constantly displayed button marked 'Withdraw funds' on the Payments screen at all times? It's not as if it's a big button.
This constant and ridiculous hiding of the most basic functions in Ebay is beyond belief - who is actually making these design decisions? (If you can call them 'design' decisions - quite clearly whoever is doing this has no idea how to design a website, and has zero consideration for the needs of their own customers. Hiding things is never a good idea.)
