I am a private seller and the Buyer Protection Fee is added to all my sales (which have fallen off a cliff)but why aren't all private sellers having this fee added to their sales? I have contacted eBay a number of times trying to get an answer but the agents always disconnect before answering me

as far as I know this fee is only for UK sellers.

That could be because numerous buyer's are now very careful not to buy off private sellers who, in the eyes of the buyer, are actually business sellers - meaning the buyer pays more than necessary.

I accept you are probably correct about the sales but that does not explain why not all UK private sellers are having this fee added.

All UK private sellers are having the fee added.
For UK based private sellers, no category is exempt and no seller is exempt.
The agents probably disconnect because your question has no basis in fact.
You could be exempt from the BPF if you upgraded to a business account.
A private account is for members selling their own, unwanted items. If you are making items to sell, or buying to sell, you are trading and need a business account to sell on Ebay.

No, you're not. You even advertise "With hundreds of buyers in our first few months of trading and reviews that speak volumes about our service and products".
Private sellers are only allowed to sell their own, unwanted possessions. You are at least offering to accept returns but what you are doing is a business activity and needs to be registered as such.
You are also evading eBay's fees for business sellers by selling on a private seller's account. It would be wise to remedy this yourself before eBay spots this, or you are reported.
